land already in the possession of the
War Tepartment, shall continue to be
exchangeable for other land as re-
quired for military purposes, in ac-
cordance with the principle laid
Mown in the Circular despatch of the
1130th of December 1894.
3. Under that Circular, as was
pointed out in the letter from this
Department of the 14th November 1898,
here was no obligation upon the
Colony to hand over land to the War
Popartuent in anticipation of any
military land being surrendered to
the Colony: and I am,therefore, to
request you to move his Lordship to
Black's despatch No.156 of the 29th of May,
1898, forwarded in the letter from this re-
partment referred to above to be paid over
to the Colonial Government.
4. With regard to the particular exchange
of lands, referred to in the enclosed des-
patch, I am to ask that his lordship may
be moved to cause the Secretary of State
be informed at his earliest convenience
whether he is prepared to agree to the p
posals of the Colonial Government,
which ap-
pear to the Secretary of State to be reason
able.
